This is. Oh my god. I can't even. This is INCREDIBLE.
There are things that are so OBVIOUS about this, like of course Tony would be working for the capitol as of the beginning, and of course he wouldn't really question that he's working for the Good Guys, and of course he'd be... not oblivious exactly but not emotionally savvy enough to put himself in the shoes of a Tribute, not really empathetic enough to generalize out from "Pepper is from a District and was in the games" and be able to reconcile that with "but she's smart and competent and I love her."
And of course Pepper, in this world, would be able to do what she did.
