Horatio is really far too ends-justify-means (however much he beats himself up over it, which is what keeps his moral code in check) to be a true "perfect Naval officer" to the core - he's sneaky. And Bush could watch his back and make him eat his dinner.
I always wonder what would have happened to Horatio if he hadn't gotten his "lucky" break with Keene ... I've always gotten the impression that he really wanted to go on to university and was probably thwarted by lack of funds. Also, there was that fanfic I never wrote where he was a runaway wizard boy, because, well, look at that name...
