Horatio's sort of pervasively self-absorbed, which makes him insecure, morbidly conscientious, and also deeply, deeply selfish, but it doesn't stop him being able to function. Sometimes it lets him function better than anyone around him does.

Archie is crazy ... like Bush is one-legged. You know, it doesn't stop him, and it doesn't even necessarily slow him down, but it's there, and he can't fix it; every day of his life he has to figure out how to function WITH it.

And in some situations I think that WILL make him incredibly sane -- personal relationships being on that list, especially as compared to Horatio, which is one reason why even knowing he's kind of nuts, I often do end up writing him as the most functional dude in the room.
